Shell menu triggers on desktop

My shell menu triggers don't appear in Vista desktop context menu or in "white space" explorer context menu, they only appear in file and folder context menus. Is there any way to get them to appear in all explorer context menus?

This type of shell extension is associated with files. Don't know a way to extend explorer's empty space menus.
