I want to create a qm grid of 3*3 in which all columns shall be non editable and every 10 sec columns value are increased by 5. Columns with numeric value needs to be right aligned

Now how can I make this dialog box run on top of all windows without receiving any focus

In dialog editor add WS_EX_TOPMOST style.
