Adding rows

I am new to the macro world so here is my problem. I have several reports to do in microsoft excel spreadsheet which I have to insert rows under each name. The first report calls to add one row the second report calls to add two rows etc. I would like for the macro to stop adding rows with the last person in the report.

In additions to adding rows I also need to merge the columns together with the rows. Column A1 w/A2, B1 w/B2, etc.
