Formatting Default Date Picker

On this example is it possible to get the default time to be 9:00:00 PM and then format it without the seconds as well so that it is 9:00 PM?

Or maybe there is a better way to do this without using SysDateTimePick32?

Look in MSDN.
If not possible with SysDateTimePick32, then maybe use edit control + button or up-down control.
