Automatic click on toolbar buttons on hovering

I would like to create a toolbar. In this toolbar each button should be automatically clicked when the mouse pointer hovers on it. In other words, this toolbar should have a behaviour similar to a menu, that lets me open its submenus just by hovering the mouse pointer over its items.
