Attach Toolbar To Window Without Trigger

Hello I was wondering how I would go about doing this? How can I attach a Toolbar to a window without using a window trigger? For example like the QM Toolbar appears without a trigger and stays relative to its position no matter how you size the QM Main window. Ive looked at the styles etc in the QM Toolbar but I dont see anything special that would make it act like that? Is there a hook I am needing or something like that?
