Trigger key priority

I'm not sure exactly what to call this, so I'll just go by example.

It is easy for a windows and/or programs and/or QM to have a the same shortcut key or "trigger". What I would like to know is what order these windows and these apps get the keystroke?

From my simple experments it -seems- to go like this:
Windows
QM
window or application

Is this correct? Any more input?

BTW... I setup Windows-F to run my favorite find utility. Windows-F is aready set to run Windows own find utility. I've removed the find option from the Start Menu. This action also seems to keep Windows-F from triggering the windows find. However, Windows-F does NOT fire the QM macro. Why? It seems windows still want to trigger it's own find utility without actually doing so and won't allow any Window-key triggers to be replaced.
Just say HEMP!
