When QM process is running not as Administrator or uiAccess, it cannot automate processes that run as administrator, for example when you right click program icon and select 'Run as administrator'. Then, when an administrator process window is active, QM shows this message in its status bar.
In Options select Administrator or uiAccess. Then restart QM. If it says "cannot run as administrator", probably something wrong is with QM service. If it is stopped, need to start it. Or reinstall QM. In portable QM the service is not installed, then to run QM as administrator need to right-click its icon and select 'Run as administrator'.
