Dead key action

Hi all

is there a *simple* way to launch action (send keys, TS menu, launch program etc)
when i press twice a dead key like ctrl, alt, shift, numlock.......

And a way to tell it's left or right ctrl too?

These are not dead keys.

Possible but not simple.
