Connect to Certain Bluetooth Device

Is there a way to do this?  I'd like it to attach to my headphones via macro.

1. Turn on BT.
   
2. Scan and connect to certain device.

I would try Bluetooth API or command line tools. I could not find a good example of using the API, only problems, therefore it would be me second choice. Also .NET wrappers exist, if you use LibreAutomate, but I could not find good code examples.
