Cookbook dir to Cookbook.db

I downloaded the source files of LA from GitHub and found the source files of the articles in the cookbook under the _\Cookbook directory.
I have localized some articles. How can I package the files in the Cookbook directory into a cookbook.db file? This way, I can view the localized articles in LA.  
PS:
In earlier versions of LA, the files in this folder could be directly viewed in LA.
or, Alternatively, when the cookbook.db file is not present, the articles in the Cookbook folder could be displayed.

How will you update your localized articles when original articles will change in new LA versions?

Compare the text using comparison software, and then make modifications.

Maybe need to edit something. I will not help.
