Key sequence does not work?

I probably just don't know what I am doing and tried to figure this out on my own and looked at several differnt topics to no avail. Anyway, all I am trying to accomplish is simply to send a key sequence of
<CTRL> <CTRL> A <ENTER>

That's it, just four key strokes.
