New Toolbar buttons are grayed out

I have created toolbars before, can't see what is different.

It is 'Created & active' Window triggerd. Opens and closes with the app nicely (along side all the toolbars that work fine)

but this one is and always has been grayed out and I can't see why

please help

A toolbar button is disabled when the macro does not exist.
