Can keyboard keys be redined?

Such as...

The PrtSc key captures the whole screen to the clipboard.

Alt+Prt key combination captures the current window to the clipboard.

Is it possible to swap these functions as follows?

PrtSc key captures the current window and Alt+PrtSc captures the whole screen to the clipboard.

Most keys can be redefined by making a macro that is triggered by the key and presses the new key. But PrtSc probably not.
