Detect clipboard contents change (dialog , exe)

Is it possible to detect change in clipboard when an dialog in .exe format, is running in the background?

It is something like this:
Clipboard copy triggers

But it must also work as compiled .exe (dialog), it only must detect change in clipboard contents.
